Removal of Stop Signs at Oaklands & Clearwater intersection.

Hi Oak Creek neighbors, please see important email concerning the intersection at Oaklands at Clearwater from the City of RR Transportation Department below: 
 
Good afternoon,
 
After multiple complaints regarding stop sign compliance at the intersection of Oaklands Drive and Clearwater Drive, the Transportation Department collected traffic data at that intersection to determine if the current controls are appropriate.  The data was compared to the State and federal MUTCD guidelines for the installation of multi-way stop controls.   Based on the data collected, the intersection is well below the minimum volume characteristics to justify an all-way stop at the location.  The traffic volumes are less than half of the entering volume recommended by the warrant criteria.  Further, the volumes demonstrate a 70/30 percentage split between the major and minor street volumes - typically all-way stops work best when volumes from the major street and minor street approaches are roughly equal or below a 60/40 split.  There does not appear to be any evidence of a collision pattern at the intersection and the location is not under consideration for a traffic signal. Therefore, Oaklands Drive at Clearwater Drive does not meet the minimum requirements for a multi-way stop. 
 
Based on this analysis, the Transportation department plans to schedule the removal of the stop signs on Oaklands Drive in mid-July and leave the intersection as a two-way stop with Clearwater Drive stopping to through traffic on Oaklands Drive.  This change will be accompanied by new signage on Clearwater indicating cross traffic does not stop, and message boards for a minimum of two weeks advising residents and visitors to the neighborhood of the new traffic pattern.  As with any change of this nature to controls at an intersection that have been in place for a significant amount of time – roadway users should exercise extra caution as motorists adjust to the change in conditions.
